Agencies to discuss future of deaf mental patient held without charges

Representatives from several central government agencies will meet this coming Monday, July 8, to discuss the future of Jorge Rodriguez Torresa deaf, mentally ill and intellectually disabled person Vieques who has been in state custody, without any criminal charges, since he was accused of threatening his parents in November of last year.

On June 24, after the situation was reported in The new dayJudge Obdulio Melendez dropped criminal charges against Rodriguez Torres, 51.

He was declared permanently unfit for prosecution, meaning he will never be able to answer for the allegations against him. But instead of releasing him or referring him to civil treatment, as jurisprudence provides for people who are not competent to answer for criminal charges, Judge Melendez imposed a “security measure” on him – as if he had been proven guilty of any crime or even a determination of cause – and sent him to a psychiatric hospital.
