Federal judge finds the government in civil contempt in the case of 12 lieutenants who did not pass the exam for promotion to captain

The senior district judge Francisco A. Besosawho oversees the agreement between the government of Puerto Rico and USA to reform the Police Bureaufound the government in civil contempt in the case of 12 lieutenants who appealed after failing to pass the promotion exam to captain.

In the 11-page order issued this Friday, Besosa established that the government of Puerto Rico violated sections 16 and 17 of the agreed judgment (consent decree) of November 15, 2016for which it established alternative corrective measures proposed by the United States, by the Police Monitor and by the Special Commissioner, Alejandro del Carmento address the controversy.
