House of Representatives approves without amendments bill to prohibit racial discrimination against curly hair

The House of Representatives endorsed this Tuesday, out loud and without amendments, the Senate Bill 1282 to establish the government’s public policy against racial discrimination toward the various protective hairstyles and hair textures that are often associated with particular race and national origin identities, such as braids, twists, and afros.

The measure, once endorsed in the final vote, would go to the governor’s signature Pedro Pierluisi.

Senate Bill 1281 was presented by the delegation of the Citizen Victory Movementat the request of the young woman Alanis Ruiz Guevarawho has been active in the discussion of the legislative piece, along with other people who have been discriminated against because of their hair style.

“This rejection creates in Afro-descendant people the real or perceived need and/or obligation to alter their identity or physique in order to occupy different spaces in the educational system, work areas, or even in housing applications, to be taken into account. Serious… This expression of racism constitutes a violation of the dignity and human rights of people of African descent, which also has an emotional and psychological impact.“, reads part of the report of the House Government Commission, chaired by Representative Jesus Manuel Ortizwhich favors the approval of the measure.
