Legislation is submitted to modify flood control strategy in the Piedras River basin

Community groups that object to the mechanisms adopted by the federal government to manage flooding problems in the Piedras River basin presented, through the representative Hector Ferrer Santiagotwo legislative measures to promote the reconceptualization of the canalization project led by the United States Army Corps of Engineers (Usace), a work that has been contemplated since the 1980s without its execution having been able to advance significantly.

He House Bill (PC) 2166On the one hand, it proposes the “Law for the Coordination of the Integrated and Participatory Management of the Piedras River Basin”which would create an organization that would bring together representatives of multiple agencies and the municipality of San Juan along with 15 representatives of the communities that would develop the Strategic Urban Coordination for the New Water Conservation (BASIN).

The so-called “Multi-sector Board for the implementation of CUENCA” would have the responsibility of coordinating “the responsible and equitable management and management of the waters within the Piedras River basin.”

According to the 37-page text of the legislation, measures for flood control and water resource management must prioritize solutions based on nature and the so-called green infrastructure.
