Purchasing process is one of the main obstacles of the decentralization project of the Department of Education

The execution of the pilot project for decentralization of the Education deparment (DE) culminated with findings that maintain that the agency’s highly bureaucratic purchasing process would be one of the main obstacles to implementing the plan at the island level, while better academic achievement of students was also evidenced in the regions where that the new model was put to the test.

These were the main conclusions shared this Monday by the three superintendents of the pilot zones, after presenting the results at an event at the agency’s headquarters, in Hato Rey. Now, the data will be used for the decentralization plan that the agency plans to bring to all schools through the Educational Decentralization and Regional Autonomy Initiative (Devise).

“One of the components that worries me the most – and concerns me – is that every ORE (Regional Educational Office) must have a Purchasing Office because only the central level has one and, in the case of the western zone, we had 444 requisitions. stagnant”, emphasized William Matiassuperintendent of the West-Urban pilot zone of Mayaguez, which included 26 schools in that municipality, Hormigueros and Anasco.
