Senate defeats measure that sought to “criminalize expressions on public roads”

He Senate defeated this Tuesday a project of the House of Representatives that sought to amend the Vehicle and Traffic Law to prohibit the diversion, blocking and interruption of public roads with the concerted intention of affecting the flow of automobiles or the movement of pedestrians.

He House Bill 1106, promoted by the New Progressive Party delegation, sought to establish as a less serious crime obstructing the passage of a vehicle, including emergency vehicles or those in a rescue situation. The piece was not put to a final vote, as it was defeated out loud.

Minority senators took turns against it and argued that the measure is contrary to the right to free expression in the streets.

“The objective of the measure is to criminalize expressions on public roads”indicated the senator from the Puerto Rican Independence Party, Maria de Lourdes Santiago Negron. Meanwhile, the senator of the Citizen Victory Movement, Rafael Bernabe Riefkholsaid that, in front of the Capitol, “There are routine and daily pickets and marches and, when the vehicular flow is interrupted on Juan Ponce de Leon or Constitucion avenues, traffic is diverted to another road.”
