Under what circumstances are emergency alerts activated in Puerto Rico?

In Puerto Rico, there are five emergency alerts that can be activated: Amber, Silver, Ashanti, Mayra Elias and Rosa.

Amber Alert

This national alert system addresses emergency cases related to minors under 18 years of age. The Law 70-2008, known as the “Enabling Law to Develop the Amber Plan”establishes the protocol to follow and places the main responsibility on the Police. To activate the alert, the Police must determine the following criteria: that the victim is under 18 years of age; she has been kidnapped or is in serious danger of bodily harm or death; and that there is enough information available and helpful for the alert to be useful. In addition, the minor’s data must have been entered into the National Crime Information Center (NCIC) system, which allows the search for a kidnapped child to be expanded nationwide, according to data published on the Police digital platform.
